REDEVELOPMENT ASSISTANCE CAPITAL PROGRAM

The Redevelopment Assistance Capital Program (RACP) is a Commonwealth grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects. RACP projects are authorized in the Redevelopment Assistance section of a Capital Budget Itemization Act, have a regional or multi-jurisdictional impact, and generate substantial increases or maintain current levels of employment, tax revenues, or other measures of economic activity. RACP projects are state-funded projects that cannot obtain primary funding under other state programs. 
 

RACP Awards for Round 2022/1 through February 22, 2023

Download a listing of the RACP projects awarded through February 22, 2023. All recipients of RACP funding will be notified via an Award Letter sent to the contact person noted in the e-Application. The Award Letter will provide further instructions on the RACP grant process. Please be advised that if a project is awarded funding, the scope will be reviewed and possibly adjusted during the development of a grant agreement (post-award process) to ensure that the project scope meets program requirements

The Public Comment Period is now closed for Round 2022 RACP submissions. 

Procedures to Apply for RACP Grant Funding 

Funding applicants may submit an electronic application (e-RACP Application) to apply for RACP grant funds during an open funding round.  Please reference the step-by-step instructions when completing the online submission process. 

The Department of Community and Economic Development (DCED) has updated its Electronic Single Application (ESA) to use the new Commonwealth Keystone Login. Please note, effective December 20, 2019, all users that access DCED systems must use the Commonwealth Keystone Login to create new user accounts or merge existing PAlogin/Logon.net accounts.

New Feature! e-RACP Application Search

Launching July 2022, the e-RACP Application search page gives access to all e-RACP Applications submitted during current and past funding round windows, beginning with the 2022 Funding Round.  All submitted e-RACP Applications are accessible for viewing, including both awarded and non-awarded projects.
