RACP Selection Criteria

The following selection criteria will be utilized in evaluating RACP Business Plans.  

​I. Job Creation/Retention (Tab 3) Maximum 40 Points
  • The maximum points can be obtained when the project produces 351 or more permanent direct new jobs with a median wage base that is at least a multiple of 2.51 of the county per capita income; retains at least 351 permanent direct jobs; produces at least 351 indirect jobs; and produces at least 101 construction jobs.

II. Community Impact (Tab 4) Maximum 20 Points
  • The maximum points can be obtained when the project: A.) is situated in a blighted, brownfield or related area; B.) improves the economic health of community; C.) enhances the quality of life; and D.) has a significant regional impact.
 
A. Redevelopment of Blight/Brownfield/Reclamation by project ​5 Points
 

B. Economic Health of Community​

  • Based on 1.) project located in county with unemployment higher than state average, 2.) declining population of county, 3.) county below state per capita income, or 4.) project located in KOZ/KOEZ/KIZ/KOIZ.

  • Based on 1.) project will create or improve Civic, Cultural or Recreation facility, 2.) improve commercial/retail/mixed-use building in downtown/core area, 3.) addresses immediate/urgent-improve quality of life, or 4.) addresses issues that could have negative impact-quality of life.

D. Regional Impact​

  • Based on 1.) project consistent w/existing revitalization plan, 2.) joint effort of multiple municipalities, 3.) extent public engaged in development of project, or 4.) promote tourism.

III. Strategic Clusters for Development​ (Tab 5) Maximum 5 Points
  • The maximum points can be obtained when the project falls into two or more of the six targeted sectors.  The sectors are as follows: A.) Biotech/Pharmaceutical/Life Sciences; B.) High Tech & Advanced Manufacturing Materials; C.) Energy Extraction & Mining; D.) Business & Financial and Services; E.) Healthcare/Medical Research and/or Educational;  and F.) Agriculature.

IV. Financial Impact Maximum
25 Points
  • The maximum points can be obtained when:
    1. the project has demonstrated its long term viability;
    2. the RACP grant is appreciably leveraged by a factor of five (5);
    3. the tax base has been increased by at least $2,000,000; and
    4. 50% or more of the project funding match is secured, and If project match includes any loans, the loans are all:
      • long-term (i.e., terms of 20 years or greater),
      • fully amortized, and
      • fully secured.

  • Based on review/analysis of business plan for sustainability, review/analysis of 3 years audited financial statements, and review/analysis of cash flow schedule.
